Social Work Service for Pre-primary Institutions

Introduction:

SAHK Pilot Scheme on Social Work Service for Pre-primary Institutions (SWSPI), subvented by the Social Welfare Department has been providing school social work services for participating pre-primary intuitions in stages since February 2019. In the pilot scheme, professional social workers provide school-based and family-focused preventive, developmental and therapeutic social work services for children and their families. Through multi-disciplinary collaboration with teachers and parents, we cultivate a harmonious and caring learning environment for preschool children.

Aims:
  • To identify children and families with needs early on and provide relevant support
  • To enhance parent-child communication and parenting efficacy
  • To establish crisis management and intervention schemes at schools
Target groups:
  • Preschool children of kindergartens, kindergarten-cum-child care centres and nursery schools
  • Parents, guardians and/or carers of the preschool children in our list of participating pre-primary institutions
  • Teachers and staff from those pre-primary institutions
Characteristics
  • Family-based: A family-oriented approach is adopted to support parents, guardians and/or carers who are instrumental to early childhood development
  • Comprehensive Support: Support services are designed to meet school-based needs, to provide individualised social services, support, activities and training for children, parents and teachers
  • Multi-disciplinary Collaboration: Close working relationships with teachers, OPRS workers and other social welfare units are developed, to ensure adequate services for parents/ guardians and teachers
Support for children
  • To provide individual and group training, such as child-centred play activities, to enhance the social, emotional and behavioral development of children and enhance adjustment for newly admitted children and transition to primary one.
Support for parents/ guardians:
  • To provide consultations and counselling, and make referral when necessary
  • To enhance parenting efficacy and positive family relationship through parent groups, workshops and talks
  • To promote family-school cooperation for enhancing healthy child development
Support for Schools:
  • To provide professional teacher training for enhancing early identification of children in needs
  • To set up a school-based crisis management scheme
Crisis Intervention:
  • To deliver crisis intervention and locate relevant resources when required
Service Fee:
  • Free of charge
Service Coverage:
  • All Hong Kong Districts
Application Process:
  • Children, parents and teachers of participating pre-primary institutions are welcome to approach your school social worker directly to apply for the service
  • School social worker would contact children/parents who apply for the casework services to conduct a needs assessment and formulate service plans when appropriate
Service Withdrawal:
  • Parents and/or guardians could terminate the service at any time by giving a verbal/ written notice to your school social worker
